This research takes place in the context of decentralization in Africa and Benin in particular and takes an analytical look at the men and women who run the communes in Benin by asking the question: "Is the right man in the right place? "And since there are only men as institutions, human resources in the municipalities are of paramount importance in the quest for efficiency and the achievement of assigned objectives. One of the powerful tools to achieve this is the "training-employment" match as a mirror of the professional and organizational capacity of any institution. The use of the key concepts of "training-employment" adequacy in the empirical field, armed with an appropriate methodology for this purpose, has allowed us to obtain concrete, objective, precise, reliable and verifiable results in the field. As befits the end of the exercise, to respond to our concern about "How to meet the challenges of inadequacy in the Communes in Benin", operational and practical tools for a better management of human resources have been proposed.
