One of the powerful tools to achieve this is the "training-employment" match as a mirror of the professional and organizational capacity of any institution. The use of the key concepts of "training-employment" adequacy in the empirical field, armed with an appropriate methodology for this purpose, has allowed us to obtain concrete, objective, precise, reliable and verifiable results in the field. As befits the end of the exercise, to respond to our concern about "How to meet the challenges of inadequacy in the Communes in Benin", operational and practical tools for a better management of human resources have been proposed.
