Agricultural biotechnology is a modern technology that introduced itself as a consolidated industry to the world that can improve the quality of life. Among the food plants, Rice is the main food for half of the world's population. Rice is grown almost exclusively for human consumption. In order to deal with the rice pests, Iranian researchers were able to produce a variety of rice of Tarom Mowla'ii called "Bt Rice". This Bt Rice has resistance to the pests. Once Iranian researchers announced GM Rice resistant to insects is ready to offer to the farmers, no one of Muslim's country and the Middle East has not announced its readiness to deliver GM crops to the market. However, every new phenomenon, especially in the field of food and health of society needs comprehensive assessment by decision makers. There have been different perspectives about GM crops in general and Bt Rice, in particular, hence understanding and awareness of their views and opinions can help the planners plan and manage the development and use of GM crops. Therefore having a theoretical framework to assess the stakeholders' perspectives is so important.
