Oleg Shishlyannikov wurde in Almaty, der Hauptstadt von Kasachstan, geboren. Seit seiner Kindheit interessierte er sich für neue Technologien und studierte diese, woraufhin er an der Kasachischen Staatsuniversität ein Studium der Wirtschaftsinformatik aufnahm und erfolgreich abschloss. Derzeit ist er Inhaber erfolgreicher Unternehmen in den Bereichen Medizin und Kinderunterhaltung.
