Honoré BOLINDE è laureato in Relazioni internazionali. È un ex studente dell'ENA (Promozione E. Tshisekedi) e un amministratore civile assegnato alla Direzione degli Studi e della Pianificazione presso la Segreteria Generale del Primo Ministro. È anche assistente presso l'Università di Kisangani. Si interessa di pianificazione dello sviluppo e di diritti umani.
