My document traces in detail a segment of the problem of insalubrity.I start from the fact that each citizen must be made financially responsible for contributing to the fight against unhealthy conditions by investing in paying a painless tax through digital technology (mobile phones, calls, data, sms, the cumulative amount of which cannot exceed 50 Guinean francs). These funds will be used to support urban communes in the fight against unhealthy conditions, without forgetting that the central government has specialized structures that coordinate the effective implementation of this problem.I am also trying to establish and highlight the institutional framework of the structures involved in the fight against insalubrity in order to avoid conflicts of interest between the beneficiaries of the funds and those in charge of implementing the policy in the sector; for as a reminder, these funds generated are in support of the communes in addition to the local authorities code which reinforces this transfer of responsibility.
