Many people have never experienced a state of siege and therefore, it remains a strange concept if not meaningless. Not long ago, the President of the Republic and guarantor of the Nation had just decreed the state of siege in two provinces of the East of the Democratic Republic of Congo. These are the provinces of North Kivu and Ituri, and some of our compatriots continue to ask questions about them, such as: - Why only these two provinces? - Is there not something else behind all this? - In spite of these presidential orders, why do the exactions continue? - Or why do some support these orders and others contest them? - Are the two military governors concerned up to the task? These are some of the issues addressed by the author of this book.
