The prioritization grid, also known as the urgency-feasibility matrix, contains a very damaging problem. Indeed, this tool, which is the hub of the approach, has a prioritization flaw that manifests itself in a priority conflict at two levels: between criteria and between actions. To this end, the general objective of this study is to correct this bias through an econometric model. In order to do so, the following specific objectives must be achieved: the construction of the model, the testing of the model and the correction of the model. But it will also allow us to describe the overall trends that govern priority relationships and to formulate recommendations. In this same vein, the central research question is as follows: How to convert the prioritization method by the urgency-feasibility matrix into an econometric model? In addition, a secondary question is posed such as: Which criterion has the greatest influence on the priority of an action? In the same logic, the corresponding research hypotheses provide affirmative answers to these research questions.
