El Sr. Samir MALANDA MATABULU es licenciado en Derecho, con un título en derecho económico y social de la Universidad Protestante del Congo, UPC en siglas, abogado del Colegio de Abogados de Kinshasa/Matete y experto electoral. Es autor de varios artículos científicos. Trabajó en el Gabinete del Presidente de la CENI como Asistente del Pool Administrativo y Jurídico.
