Vladimir Starovojtov wurde am 2. Februar 1948 in Gorki, Region Mogilev, Weißrussland, geboren. Im Jahr 1972 machte er seinen Abschluss an der Belarussischen Staatlichen Landwirtschaftsakademie. Er ist verheiratet und hat zwei Kinder. Im Jahr 2005 begann er mit der Arbeit an Büchern über Philosophie für Studenten und Menschen, die ihr lebenslanges Lernen fortsetzen.
