Nascido em 1960 no Burkina Faso, Oumarou LANKOANDE é Conselheiro Económico e de Desenvolvimento e Administrador de Serviços Financeiros, licenciado pela Ecole Nationale des Régies Financières (ENAREF) em Ouagadougou.Ocupou os cargos de Diretor-Geral e Inspetor-Geral e foi condecorado três vezes. Realizou vários estudos como consultor.
