Paul M. Maniscalco is a senior research scientist and principal investigator at George Washington University. He presently serves as the first president of the International Association of EMS Chiefs. Chief Maniscalco is a former president of the National Association of Emergency Medical Technicians (NAEMT), a past chairman of the NAEMT National EMS Chief Officers Division, and a former deputy chief/paramedic for the City of New York. Chief Maniscalco has more than 30 years of public safety response, supervisory, and management experience.Chief Maniscalco has lectured extensively and is widely published in academic and professional journals on EMS, fire service, public safety, and national security issues. He is the coauthor of The EMS Incident Management System: EMS Operations for Mass Casualty and High Impact Incidents and a contributing author to the following texts: Hype or Reality? The "New Terrorism" and Mass Casualty Attacks by the Chemical and Biological Arms Control Institute; Model Procedures Guide for Emergency Medical Incidents by the National Fire Service Incident Management System Consortium; and Understanding Terrorism and Managing the Consequences, Mass Casualty and High Impact Incidents: An Operations Management Guide, and Public Health Guide for Emergencies by the IFRC/RC Society and Johns Hopkins School of Hygiene and Public Health Center for Disaster and Refugee Studies. In collaboration with organizations including the United Nations, Pan American Health Organization, American Health Organization, United States Agency for International Development, World Health Organization, and International Federation of Red Cross and International Committee of the Red Cross, Chief Maniscalco has participated in public safety and emergency and disaster response capacity-building projects in India, St. Maarten, Turkey, Kenya, and Tanzania.Chief Maniscalco is an appointee to the President's Homeland Security Advisory Council Senior Advisory Committee for Emergency Services, Law Enforcement, and Public Health and Hospitals. He is a member of the US Department of Defense's Defense Science Board (DSB), Transnational Threat Study, and Chemical Weapons Task Force, as well as a member of the Interagency Board for the Departments of Homeland Security, Defense, and Justice. Chief Maniscalco has served as an advisor to the Defense Advanced Research Projects Agency and was appointed to the Centers for Strategic and International Studies Homeland Security Task Force, as well as the Congressionally-mandated National Panel to Assess Domestic Preparedness (Gilmore National Terrorism Commission), where he also served as the chairman of the Threat Reassessment Panel, State, and Local Response Panel and Research Panel. Additionally, he served on the Cyber-Terrorism and Critical Infrastructure Panels during this 5-year commission. Chief Maniscalco also received an appointment to Harvard University's John F. Kennedy School of Government in an Executive Session on Domestic Preparedness fellowship sponsored by the US Department of Justice.Chief Maniscalco has earned numerous awards and honors for professional achievement and service from government, corporate, and professional organizations. He was awarded more than 100 commendations from the City of New York during his 22-year career, including the Medal of Honor. In 2003, he received the NAEMT's Rocco V. Morando Lifetime Achievement Award for significant sustained professional achievement and contributions of national impact to the profession.Chief Maniscalco earned a baccalaureate degree in public administration, public health, and safety from the City University of New York and a master's degree in public administration, foreign policy, and national security from the NYU-Wagner Graduate School of Public Service. He is presently pursuing additional graduate studies with a research focus on organizational behavior and emergency response to disasters and terrorism incidents.
